In a laser beam generating apparatus using a semiconductor laser generating a laser beam for pumping and a lens collecting the pumping light generated from the semiconductor laser, this technology is comprised of an Ytterbium-doped optical fiber, which makes laser oscillation by stimulated emission by an input light and emits a light by up-conversion of the laser beam of the semiconductor laser; and a second optical fiber, which receives the light outputted from the Ytterbium-doped optical fiber and not-absorbed semiconductor laser beam, and emits a prescribed light by up-conversion of the incident infrared laser beam.
